I have seen so many times in the custom jutsu thread people ignore the rules and the marker and post techniques which are more than three ,which are auto declined, and which also just spams the jutsu thread and makes it more bulky, thus creating more work for the mods,so my suggestion is for a setting or a plug to be implemented ,which gives the user a warning when trying to post more than the required jutsu on the cj thread such as your amount of post for this marker has been exceeded . even if the jutsu are auto declined and don't get checked by the mods it still takes up their time, time which they can use to Check good custom jutsu, instead of wasting time on the troll post. Another alternative is that a total block be implemented stopping and preventing the user from making one post in a marker. This is because some people try to submit a cj very early and wait for some time after the thread has been pilled up, and still submit another cj later in an attemp to fool the moderator .

Does this mean I can not edit my post?

No, you are free to edit your jutsu only on that particular post, not any thing from besides it.

And you think that is possible?

It seems like too much effort for such a simple thing.

No new markers = No posting of new cjs. (Unless you haven't filled up your 3 jutsus for the week)

It takes only a few taps on the keyboard to insert "Declined". I'm sure that's much better than adding such an unneeded system (the way you put it doesn't even make such a system possible on this forum). A possible system would be a # of characters limit which can still easily be bypassed I he makes 4 jutsu with short descriptions. And it would be a disadvantage to rule abiding members who make CJ with well thought out descriptions.

If they don't read the rules and their CJ is declined, What does the mod checking or othrr members have to lose? Nothing at all. If they were really interested in getting Approved CJ, they would read and follow rules. I must also mention that rules are to be followed, and if not followed there will be punishment eg. Being banned from submitting custom jutsu.

What I'm basically saying here, is an ignorant that fails to follow the CJ rules will only get the CJ declined and possibly banned for a period or permanently. I'm sure that can be avoided if he just followed the rules.

I believe it is possible, perhaps a limit for empty lines could be made, however, it will be too much work for perhaps no problem at all.
Besides, I'm guessing that the people who bypass this limit submit their CJs before reading the rules, thus their jutsu were most likely going to be declined for other reasons anyways.

What's the point of it?

I think it is possible, but it would be completely useless as those jutsu can just be declined.

I appreciate your interest in making our job easier but unfortunetely this is as good as it can get currently.

The marker system, initially created by Izuna, is so far the best option we have for the thread and until another viable solution is found, that one will have to do.

Before people post customs they should scroll through the last 3-4 pages of the CJ thread to see if there is a marker and at what date does it expire. However, people have trouble reading so we just have to cope with the current state of affairs.
