everyone should have I thrump card stated on their bio it should be a jutsu from the next rank of jutsus the user can do
he should only use it 2 times per battle

You mean that the person should like know one jutsu from the rank above him?Well that would make it more realistic, I admit, I mean, Rasengan isn't D-Rank and Naruto still knows it.

not that much of a differance but more like a genin knowing C and Chunin knowing B or jonin knowing an S rank jutsu
