Substitution jutsu is replacing yourself with an object, just before you get hit by an enemie's weapon or jutsu.

Although we have seen only Jonin and Kage level Shinobi use it, I think it would have been a very effective counter to many jutsus throughout the war against some of the OP jutsus as well.
Its as if the Shinobis have forgotten thay have such a jutsu.

True, but it depends on whether if you have an SJ object and the number of times you can use SJ.
You could just spam the SJ, also i don't think so many hand seals are involved in executing the SJ.
This is because it happens in an instant.
