When a user give out Rep, does it subtract the amount from his bar, or it has nothing to do with the rep they've accumulated?

if you know kindergarten math you should know

It will not be subtracted from your bar.

However, the amount of Reputation point given/taken depend on a few things, which include your own rep points. Other factors include time passed since join date, and amount of posts.
