What is the meaning behind Sasuke randomly saying 'burn'?
The Juubi clones looked like they took a step back and the next page Sai even asked what he meant when saying it.
Is he evil or not? No normal person would do this unless they enjoy seeing things burn away.

Dude...The Juubi is going to kill him, the alliance, and everything his brother hoped to protect, he is just showing that he wont sleep until the Juubi is done with

He was evilly remarking on the juubi burning to the ground. And sai was referencing sasuke's hokage speech, not anything in this chapter.

Not a stupid question cause I've been wondering the same thing myself. It's a sadistic thing for Sasuke to say but he seemed genuine about becoming Hokage. I'm curious where Sasuke's character is gonna go next.

What I think is that Sasuke saw something with his Sharingan For example, that the bump on the Jubi's back has its chakra stored and that damaging it would cause the Jubi's miniatures to destabilize and desapear just as Shadow clones do when the original user's chakra is disturbed. That's why we can see that after Naruto's Rasenshuriken boosted his black flames, Sasuke intentionally aimed the flames to the Jubi's bump on its back....Immediately, the mini jubis began to expand as if they were going to burst....Probably Sasuke attacked that spot so that the Shinobis would be able to attack the main body....
