Students who make a lot of questions at school

We all have that one or two classmates who always are with their hands raises, stating or asking something to a teacher.
Do you think that that's a negative or positive behaviour? Are they smart or just annoying? Why?

How are they annoying if they need to know something whys it their fault that they need to ask for the answer again they can do whatever I mean just cause other ppl pick up on stuff faster doesn't mean them
