I noticed especially in the Naruto Discussions sections that threads that are against the rules are mae daily. I do my part in reporting the ones I see, but there are too many. Plus, I think only a small number of members actually report threads in the ND Section. So, what I thought up was that mods could appoint certain members to be "Subsitute Mods". Basically, they'll just do what the Mods can't, like report the threas if a Mod isn't present at the time. In the RP section, they could answer questions when the section's Mods aren't there, and so forth. There are limitations, like approving Bios, deleting/closing other's threads/posts, editing other's threads/posts etc. Rei mentioned in the that the Mods are here to fix problems and make sure the forum is in tip top condition, correct? They can't really do that if threads like "Lawd Sasuke is folf stomp Narutard" exists daily.

Yes, unfortunately, many rule-breaking threads are made every day. It's also true that issues go under-reported.
Now, I've read over your post and I simply don't see how it would change anything. Moderators do not typically report posts/threads, unless the issue needs to be seen by a select staff member or several staff members. As for the RP section, moderators of that area get questions via VM and PM typically, which they respond to as they can. Also, there are sensei who are usually quite knowledgable on nearly all aspects of the RP system; the RP Q&A thread was made by a former sensei and it is usually normal members who help each other out whenever they have a question about one thing or another. You've stated that there would be limitations for these "substitute mods"; the ones you've given would prevent them from doing nearly everything required of a staff member. There are good intentions, but very little practicality.
