Strongest Villain that attacked konoha

Ive been thinking about this to give me an insight into who might be the strongest hokage. Although this obviously doesnt tell the whole story, i think there is a correlation between the enemy's strength and that of the hokage.

So who was the strongest villain that attacked konoha;
Ems madara + Kyuubi
Oro + sand village
Tobi + kyuubi
Pein

Definitely Pein. I mean, none of the others, especially oro, came even close to destroying the village completely

Madara + kyuubi and Tobi + kuubi. Pein was strong but so were Madara and Tobi and they also had the kyuubi to fight alongside them.

What if you have a biju as your pet and approximately needed 3-4 Bijuu balls to wipe out an entire nation while you can relax your tired ass watching Pokemon? Wouldn't that be better than frazzling your body over one jutsu?​
