Rinnegan Madara for obvious reasons, obito already stated he would be invincible with both. So rinnegan>DMS

Thats not Rinnegan Sasuke on the picture....

If JJ is restricted that means Sasuke Rikudou power is also restricted, so Madara is still nr 1

Why does it have to be the people on the picture? Sasuke is far above that level. Its like the OP is trying to have Madera at #1 because in that picture he was. But the story has moved on.

I restricted Juubi power because you can hardly call anybody an Uchiha when there juubi Jin. Sasuke has also only used the rinnegan with his rikudo powers. So restricting it ain't fair.
