Madara, because before his death in battle with first hokage, he awakened his Rinnegan o.o also he has Eternal Mangekyo Sharingan. So he can use Susano'o as well as all the jutsu that can be used by having rinnegan

so as far as I know, Madara Uchiha is the strongest Uchiha

Madara is the only Uchiha known to have reached the Rinnegan.

Imagine the best of the best Uchiha with not only the EMS but Rinnegan as well. This means he has the potential to use all of Nagato's techniques.

-Shinra Tensei
-Bansho Tenin
-Chibaku Tensei
-Numerous summons
-Soul removal upon contact
-Mind reading upon contact

Not to mention he has Mokuton Release now
