Obviously Madara, going by the fact that by feats alone, even without the Sharingan, his prowess with ninjutsu and non-Sharingan genjutsu and probably taijutsu (not sure about this one though we have seen him using hand-to-hand combat with that fan thing of his against Hashirama) makes him the strongest Uchiha. Clan leader ftw.
