There was a mistake in your thread. You were asking about the Konoha 11, yet you put up a list of 12 ninja. Sai is not part of the Konoha 11, he is separate. If I were to rank him, he would go on either side of Kiba.

no shino is not weak against taijutsu. his weak area is his taijutsu usage, rather than being able to combat taijutsu users.

It does get annoying when people can't tell the difference between being bad at using Taijutsu and being weak against those who use it.

I'm curious as to why people put Neji and Shino so high?

Because the list isn't based on how much they have done. Is Shikamaru's better panel time going to help him against being surrounded by Shino's insects or if Neji gets too close? No. What about Choji's Butterfly mode or Kiba's speed? Doubt it. The entire list is based on their strength, using their current battle past times as a rough guide.

Even using Shino's failed attempt on Tobi still allows us to decide his strength placement based how well the other K11 can avoid and escape chakra sensing insects that spread over a wide range, being almost entirely inescapable and draining chakra in seconds.

Same goes for Neji's previous battle feats and everyone else's.

I question your own placements. Hinata above Shino? She primarily uses Taijutsu and going close-range to disrupt Shino's chakra is a bad idea as he'd be able to swarm her. I have a hard time seeing how Shikamaru can beat some of the eight below him. Namely Choji, Kiba, Neji and Shino. I'd even argue that Shino can beat Neji or at least has a good chance at doing so. Kiba I'd place below Neji and Shino, but above Shikamaru. Arguably I'd bump Choji to third or keep him forth. :shrug:

as for sai i put him on here as i was thinking "team kakashi, guy kurenai, and asuma konoha 11" line of thinking and sai is a prominent member of team kakashi

as for the shino controversy yes he hasnt done anything canon, but by analyzing his jutsu and fighting style its safe to say he is pretty strong.

But you are putting them based on who can beat who.. We are listing who are the best shinobi. In terms of all their feats. Shikamaru is soo high because he is one of the best tacticians and can render most people useless. Even tobi complimented shikamaru..

The thread title says "strongest" not "best", so it's little wonder I'm basing it on who defeats who. Shikamaru is placed high up because people insist on giving him a handicap by handing him prep time rather than basing it entirely on his own tactician skills to defeat an opponent. In short, he's given the best opportunity of everyone to win.

.. Okay, literally strongest means having, showing, or able to exert great bodily or muscular power; physically vigorous or robust: So Choji would literally be strongest. I strong shinobi is based on all of his feats IMO

Except that seeing isn't the same as avoiding. Unless you train your body to physically react, you're going to get caught regardless if you can see the attack. Neji has at least trained his speed and stamina to better avoid attacks his Byakugan sees. He even has Rotation to rely on if needed. Hinata hasn't.

Finding Shino with ease does not mean beating him with ease. The difficulty comes from getting close to him to disrupt his chakra, effectively rendering him useless, without being swarmed by bugs who can drain chakra in a small amount of time.

Shino's method is based on surrounding an opponent, boxing them in and then engulfing them in a swarm to drain their chakra. Hinata certainly has no way to avoid or escape Shino's insects. Neji, I'd argue the possibility for either him or Shino beating the other.

It's a ranking thread on strongest to weakest, basing it entirely on overall skills to determine who places above or below the other. It's a versus thread on their skills as Shinobi compared to one another.

*sigh* this is the problem i have when ppl say Neji can beat shino. just because you see the move, doesn't mean you're able to have an accurate counter for it. Shino's bugs have very impressive speed feats. also, shino's bugs act as a disrupter to sensors, such as how Muta used them to help shield himself.

Rotation would be rather useless against shino's insects seeing as though they are actual living beings, and can easily halt their advance to prevent from even being touched by neji's move. once neji stops rotating, he'll be swarmed by insects.

Neji has no counter for if shino laces the ground with bugs, sends an air platoon, or even a platoon underground. Air palm wouldn't be much help because shino's bugs have durability feats also, when they withstood and redirected zaku's air slicer from point-blank range back out through his arms.

All in all, Shino is on par with Shika when it comes to being tactical. he beats any of the other konoha 11 (except naruto) in a 1vs1. In actuality, he's one of the best ninja suited for 1vs1 battles. but ppl seem to say the list isn't based fully on strength, but rather the usefulness they've shown, etc. if that's the case, then the list would be very biased, because shino has had the very least amount of screen time (including fillers) compared to the others.
