I can never decide on the exact order, so instead I'll give a rough idea of their placements.
Naruto is of course right at the top. I'm not counting Sai, by the way. It clearly says "Konoha 11".
Neji, Lee and Choji can alter in second, third and forth place. If in Butterfly mod Choji is above them. If in base I'd bump him down to somewhere in the middle.
I'm basing Shikamaru on not having prep time. It makes no sense to hand him prep time when it isn't handed to him in canon. His placement should be based on how well he can go against the other K11 based purely on how long he can survive to come up with a plan.
Quite a number of the other K11 could wreak Shikamaru. Neji and Lee are a given. He'll find it hard to avoid Kiba's fast and hard-hitting attacks. Shikamaru is a smarter strategists than Shino and both have techniques that trap their opponents, but the difference between the two is that Shikamaru has less of a chance avoiding Shino's insects and no way to escape if caught than Shino has of avoiding his shadow. Even if caught in Shikamaru's shadow, Shino can at least still attack as he can control his insects without hand seals.
I'm undecided on Shino's actual placement. I'd place him close to the top as few of the other K11 have a way to avoid his insects or escape if caught. The insects work by surrounding and eventually trapping their victims. I'm considering that Lee and Neji can speed through the insects, but if caught may not be able to escape. I say either way is possible because Lee can maybe escape by bursting into 8-Gates mode, Neji can maybe escape with Blow Body and the speed in which Shino's insects can drain chakra seems to be in seconds*. I have at least once argued that Shino has a good chance against Neji. Neji being close-range would have to get close to disrupt Shino's chakra and getting close and personal to an Aburame is a bad idea.
*Judging this based on how little it took Kankuro to be unable to move.
Some would say Shino's weakness is Taijutsu. I say it isn't. The reason for this is that engaging Shino in close-range makes it easier for him to overwhelm an opponent with bugs. Unless you have a means to escape or avoid, you're in trouble. Shino has never been seen engaging an opponent in close-range in the manga, the Databooks low score to his Taijutsu stat being the only way we know he's not good at it. Being bad in using close-range is not the same as being weak against it.
I'd place Kiba and Sakura in the middle. Even if just temporarily.
Tenten, Ino and Hinata alter at the bottom three. Their actual placement I can't decide on yet. I have seen a number of people placing Hinata too high. Her own team mates have shown better feats and should be above her. I find it hard to imagine Hinata avoiding Kiba's speed and Shino's insects.
