Shikamaru has access to all recorded jutsu of the 5 Nations (within reason, no Susanoo lol) and can use them all strategically.

Strategy (no matter how omniscient the Nara clan are) gets dwarfed around this moment IMO. Hashirama, Tobirama and Minato stay above his level.

It's such a general and broad question now I think about it. Maybe we just bounce top-tiers off one another.

Mu. Not the most powerful top-tier but you need sensing or dojutsu to even find.

How much chakra r u giving him? That'll be the deciding factor in most cases. He can't beat itachi, orochimaru, kakashi sensei, Hashirama(only because battling Madara he's learnt not to engage in direct combat) any top tier Uchiha and a few others.

Not that many....He would be strong....but I feel like....he will not use it that much....he will focus more in his shadow jutsu and strategy things....the device job is to "KO" the opponent.....that's after Shikimaru catch them....I would say...everyone below the Sannin....( I think there is some exceptions MAYBE )....It's all depends on how skilled Shikimaru is when he uses it or will it really help/fit his battling style...?

Just because you can use any jutsu doesn't mean you have good mastery or experience with using those attacks, it'd make sense for him to mostly stick to shadow binding with the Kote device as a hyper-powered support boost. Remember Kakuzu and Hidan? He brought hella water scrolls with him as make-shift elemental attacks.

I didn't read he'd use jutsu via kote device in the description, did you mention it? Perhaps I assumed wrong but I that case if jutsu are used via Kote device then Shikamaru has a limit if scrolls he can carry with pre knowledge of shinobi and jutsu he can beat all hokages except hashirama and kakashi/tobirama with his IQ all others would lose. Exception of uchiha clan members and a few others.

I wasn't aware the Kote device had other functions than using stored jutsu.

but yes, agreed on the rest of your points. Kakashi? I know he's smart and might know of the Kote device enough to know to destroy it but still- interesting pick.
