The only reason itachi and kisame are better is itachi intelligence and skills put him ahead of negato kisame, a suiton specialist with chakra absorbtion can counter her by changing the terrain to his advantage. It wouldn't matter much if negato had another partner if kisame matches up well against the or is even itachi + kisame still wins.

come on...wen did konan kill tobi...n how is c in a kage level ?it was just a few wounds that tobi suffered in that blast frm konan n nothin' else...if u mean to damage tobi even those 2 guys with danzo wer able to hit him n make tobi's arm infected with those bugs..
