1. EMS Sasuke is a tier above Nagato. BSM Naruto is two tiers above Nagato. They aren't on par.

2. Itachi and Tobirama are below Minato.

3. Kabuto is above Minato, but below Nagato.

4. Obito w/o Bijuu is right above Nagato, but below Sasuke. W/ Bijuu he's above Sasuke but below Naruto.

5. Lol @ Gai or Kakashi not being on this list.
