Strongest Shinobi that isn't in God Tier?

Restrictions: It can't be an edo and if the person can use Edo Tensei lets just pretend he can't cause edo tensei automatically make a shinobi a God Tier shinobi.

So choose a character and explain he/she is the strongest non God-Tier shinobi. It can be dead or alive people.

For now Nagato, Madara, Hashirama, Naruto and Obito are restricted. Since they're at God Tier. Sasuke is restricted since I know almost everyone is gonna choose him.
