Well, according to the databook:

He can surely beat every shinobi up to Sasori.

He can't beat shinobi who are above that. Which means Tsunade, Jiraiya, Itachi, Pain, Orochimaru (nor probably Kabuto?) and obviously Obito and Madara. I'd say he cannot beat Naruto since Naruto is more or less above Pain or equal already.

Obito, but that is only because they have the same sharingan. Obito could potentially defeat Madara, but Kakashi couldnt defeat him.
