I don't think there has to be a number one, two, three, etc. spot for the NarutoVerse. Saying there is one particular ninja that is the best would imply that being a ninja is a competition. There are fights and battles in Naruto, but the purpose of them isn't to provide results to compare the weakest and the strongest.

Madara needing Obito's help doesn't mean they are competing to see who is more powerful. It's just a conflict in the story.

Exactly. There is no top spot save for Rikudou Sennin. I mean on any given day you can get beaten as that's why this Manga is better than most others because strategy comes into play and some of the strongest characters can be beaten by dumb luck like the way Danzo or Deidara got defeated.

It is important. Saying one ninja is the best doesn't mean that he or she is perfect, it means that they're the most versatile and able to compete and beat with every other ninja.

I think it is because its a goal you would want to attain in the shonobi world you would want to be the best so you can be reconized by your peers, hell that is the reason Naruto wants to be hokage because hokage is the best and is reconized as such
