Maybe Hidan. I don't see them beating anybody else in the Akatsuki, and they're certainly not beating any Kage.

And Ino is just overkill.

They beat shinobi like Mei, base Jiraiya, and Kakuzu. Strongest...? Probably Onoki. Reason being, Mind Transfer is pretty much instant while Jinton isn't, and requires Onoki to be still. Full intel for Ino-Shika-Cho, while the opposition only has manga also gives them a huge advantage.
