i would probably say Jiraiya, since he's shown the best battle feats of the 3(my opinion) and nearly defeated a more than formidable Rinnegan user. Orochimaru has just been the guy that knows a bunch of stuff but was rarely seen using anything, and he lost to an almost completely washed up Hiruzen.

Hmmm im actually tied down between Jiraiya and Orochimaru

Jiraiya with Sage mode is pretty powerful but Orochimaru has ET and can summon huge snakes so il go with Orochimaru and very closely kept up by Jiraiya
