Strongest PTS Naruto character?

Who is the atrongest Pre-Time Skip Naruto Character?
This will only include:
their PTS feats
For example: Itachi don't have Susanoo or Dusk Crow genjutsu
And implied habilities
For example:

Itachi been implied to have Katon: Goukakyou no Jutsu by Sasuke's flashbacks and Minato was implied to have the rasengan by Jiraiya.

It's between Oro, Jiraiya, Itachi, and maybe, just MAYBE, Minato. But I'd mostly go with Itachi.

Definitely Itachi. He was the only one from part one to be a Mangekyou user. He had two one shot techs, Tsukuyomi and Amaterasu. Back in part one, there weren't many OP hard to counter techniques. He was the fastest character in part one alongside Gai. He was the smartest character in part one alongside Kakashi and Shikamaru. His

combined with raw foot/shunshin speed makes him very deadly for most part one shinobi without even counting his MS.

All in all, taking Itachi without knowledge and without backup is almost impossible but regardless, he is a tough opponent to fight against.

Itachi is the most powerful. Also the next in line would be Minato and Orochimaru w/edo, but out of those 2 I give it to Orochimaru because of the edo 1st & 2nd Hokage, minato won't be able to beat all 3, he would be able to use rds but at best he can draw or do what hiruzen did.

That wasn't tsukoyami, it was Demonic Illusion Shackling Stakes Genjutsu. You should learn the difference, also the world solo with that jutsu was wrong to say since he didn't finish oro with that genjutus, oro realized it was a genjutsu immediately and was about to break it, but itachi saw that and cut oro's hand off and the oro ran away. So basically the genjutsu was just a stall so the word solo used by you was wrong but I agree Itachi was the best pts. I just clear up all that is wrong.
