Strongest "ordinary" Shinobi

IDK if this the right section, and by Ordinary I meant he/she doesn't have Kekkai genkai/tota, Bijuu ,Or use a forbidden technique, in my Opinion they are:
Kage or equal level:Third Raikage (enormous chakra, monsterous power, Lightening like speed, strong body that even survived a fight against a biju, and developed black raiton)
Jonin or equal level: Jiraya I'd say (Various techs, Doton and Katon, Toad summoning, the only known non-uchiha able to seal amaterasu, one of the few users of Sage mode)
Chunin or equal level: Sakura -no flames please- (due to her impressive raw strength and great chakra control, and medical ninjutsu)

J-man genin level or equal? If your gonna degrade him at LEAST Put him as jonin. Even worse u put sakura above him, although I might agree with you on sakura. You might also include kankurou(misspelled?). Correct me if I'm wrong but I'm sure he's surpassed sasori.
