Everyone keeps saying Onoki is the strongest, but this is not true. A could blitz him, before he makes any handsignes. Gaara probably can bury him. Onoki is not the strongest, I would call him "the most dangerous".

But the funny thing is, every Kage can defeat the other Kage, give certain scenarios. A can't kill Tsunade easily, and if Tsunade can touch him and use the BPD, the battle is over. Mei could defeat Gaara near a lake/ ocean/ sea, etc. But Gaara could defeat all of them in a desert. Or Tsunade can defeat Onoki, if the starting distance is less then 10 meters.

So I write an overall list, usefulness, battle experience, etc.
