Well I don't like the databook, but it says

Kiba / Rock Lee = 22

Sai is Anbu level = 27.5

By your logic, Sai > naruto because naruto only has 26, and sakura/iruka = Naruto because they have 26 also.

Higher scores doesn't mean they're stronger, just means they're more skilled in other area's than another person.
