Jiraiya/Tsunade. I would say MVP goes to Kakashi. You can say Might Gai was the strongest ninja overall, but I disagree. Eight Gates alone is a suicide technique.

If we disregard suicide techniques and only include people we knew about in part 1, Itachi or Jaraiya would be the strongest ( I would say Itachi). If you want to include people we didn't know about then Obito is the strongest. If you want to include suicide techs, Gai.
