First of all kabuto dosent need orochimarus chakra anyways cuz hes a sage now so kabuto is prob the strongest by your criteria but I must say prob 85% of the ninja alive have kekkei genkai we jus dont know them sengu uzuamaki saratobi namikaze hatake most clans have something thats only unique to them jus cuz we dnt know them dnt mean they dont have 1
