Well, in my humble opinion list should look like this:
1. Gaara (afaik youngest kazekage(?))
2. Itachi (ANBU captain at young age)
3. Kakashi (Jounin at very joung age)
4. Minato (Well, I'm not so sure about him and Kakashi, but in the anime it was said that younger generation always surpasses the older generation)
5. Neji (Probably could be a little higher at the list, but wrong family branch makes this complicated)
