I think Darui. He already was strong and had black lightning and if he's gotten stronger and has reached Ay level speed he's probably gonna be the best raikage. He looks like he can match Ay in strength

Well obviously we never got to see them in combat. But by potential, I'd say:
1. Gaara/Darui
2. Uhhh... Forgot her name. Onoki's granddaughter. Her limestone KG + Dust Release would be a killer combo.
3. Chojuro. I don't think Chojuro's weak, but we never really got to see too much of his skills.

Everyone is saying Gaara but the title of the thread is 'strongest NEW gokage' and Gaara is not new. Therefore I think Darui is likely the strongest considering his skill during the war.

Gaara would be strongest if he did count however.

This is my strongest to weakest new gokage
1. Naruto(obviously)
2. Gaara( all his sand techs. Plus he is the strongest kazekage ever)
3. Darui( until I see some improvement to the skills we have all ready seen)
4. Chojuro( we haven't seen much but being a 7 swordsman he has to be good)
5. Kurosuchi" I think that's her name" ( but what I have seen she is a better support than an actual fighter)
