hile it is unknown how proficient a battler he was due to his single desire to be a ruler, Dotō showed access to some very powerful ice-based jutsu. He was also shown to be quite strong physically from how easily he crushed Kakashi's fake crystal. Besides fighting abilities, Dotō proved to be a very crafty and manipulative man. He was further shown to be rather adept in developing strategies and planning things out with great detail from how he prepared for Team Kakashi's attack.

Like the rest of his team, Ishidate's primary battle tactic is close-range taijutsu while utilizing a powerful and odorless performance dulling gas to weaken his opponent's senses and reaction time, thus making it easier to fight. In addition, he possesses a unique gauntlet which allowed him to control stone and petrify any living material he touched

Despite having little care for human life, Shinnō has demonstrated remarkable medical knowledge and prowess without the aid of chakra. With only basic medical tools, he can perform flawless surgeries to save people from near death. In addition to the human body, Shinnō has also demonstrated great knowledge of the human mind. He has repeatedly shown himself able to understand how a person thinks and exploit it to suit his needs.
In terms of ninjutsu prowess, Shinnō's skills focus more on his knowledge of chakra and human physiology. He can easily injure a person to the point of appearing dead and using a jutsu to resurrect the person, even if it is himself. He also has shown high sealing jutsu prowess as he was the one who sealed the Zero-Tailed Beast within Amaru.
With his knowledge of Dark Chakra, Shinnō was shown as able to unleash a powerful transformation to take a human being well beyond the normal limitations. By combining his special jutsu with the dark chakra, Shinnō is able to transform into a superhuman body that can freely access his chakra without hand seals or any apparent effort of chakra build-up. He is even able to unleash powerful shock waves of dark chakra and freely access all Eight Gates without any drawbacks as long as he still has access to enough dark chakra.

Naruto then arrived, and they began to fight. Mōryō then tried to absorb Shion, but she was saved by Naruto. He was then killed by Naruto and Shion's Super Chakra Rasengan.

When he uses his petrifaction gauntlet and touches his target, Ishidate activates the process. The eye on his gauntlet will open and send chemicals through the target's body. The body will then turn into stone. If treated with medical ninjutsu the body can get back to normal. If the body remains in this stone form for too long though, it will stay stone forever
The petrifaction gauntlet can also be used to manipulate other stone. Ishidate can grab chunks of stone and then strike them with the gauntlet. While in the air the stone will then split into numerous sharp daggers.
