I think Sakura, purely because kishi seems to be going by the sannins and then team 7. All team 7 were trained by sannins so it's natural for Sakura to get a place with Naruto sasuke.
Agreed that she doesn't have much jutsus but then tsunade too doesn't have.

Well Hanabi might get stronger then Hinata but she is not stronger then Hinata now.

Hanabi has lots of promise.. but that part was when hinata used to be a good for nothing crybaby before the chuunin exam. After the neji hinata fight hinata took a leaf out of naruto's book and started improving.... her target = get naruto's attention by becoming strong. Sakura's target = smarm up to sasuke by crying, praying, kicking and begging. if she had to become strong.. she would have atleast gained the genesis rebirth, as naruto got sage mode.
