I like to make an decision using observations of a person's natural abilities and intelligence instead of looking at how powerful they are now. I'll make them brief.

Naruto - very creative with the use of his shadow clones. very aggressive, but determined. As a jinchuuriki and an uzumaki, he has incredibly large chakra reserves. Can also use Kuramas chakra to enhance his speed, strength, and ninjutsu.

Sasuke - naturally talented with the use of ninjutsu and the sharingan. Also very intelligent with has good observation skills.

Itachi - was very gifted in most areas of combat and mastered the three tomoe sharingan at age 8. a very intelligent and analytical shinobi who eventually awakened the mangekyou sharingan.

Neji - A prodigy of the gentle fist style taijutsu, and a skillful wielder of the byakugan Was able to master the most powerful hyuuga eight trigram techniques despite being a branch member. Has absolute perfect chakra control, great observation skills and natural instincts.

Gaara - able to freely manipulate sand in either his gourd or in his surroundings. As a host of the shukaku, the sand in his gourd automatically protects him from any danger. He is also capable of transforming into a partial or complete version of the shukaku.

Nagato - Has the abilities granted by the rinnegan. Includes mastery of all nature transformations, mainstream ninjutsu, as well as the 6 paths abilities. As an uzumaki, he has naturally large chakra reserves.

Others who weren't mentioned before who were also very strong when they were young:

Lee: A taijutsu virtuoso with nearly unrivaled speed, strength, and taijutsu ability. Unshakable determination. Capable of utilising the 8 inner gates to increase his speed and strength exponentially.

Kakashi: Very intelligent, observant, and naturally talented in most areas of combat, particularly ninjutsu. Invented his own jutsu, the chidori and became known for the skillful use of the sharingan despite not being an uchiha.

Overall I find them all to be powerful in their own ways.

Nobody finds Gaara to be up there with Itachi?Yeah itachi killed his own clan but nobody (not even the kazekage) could kill Gaara with their many attempts.

Its a very difficult one to call but I certainly wouldnt add neji into the catagory. I would say either naruto or itachi because naruto could open more than one tail if he got angry enough and Itachi has the MS so its between those two.

+rep for making such a difficult thread to call they dont come by often.

I can't see anyone as the strongest just yet, because they still haven't reached their potential. No vote by me yet!

But from what I can see as far, I'm thinking Naruto and Sasuke. Not sure though.

We are just talking about when they were young, not how powerful they are now.
