This is my list of strongest kages of all time from the 5 Great Nations, based on feats and character portrayal but mostly feats. This list is based on overall strength, not on 'who beats who', although I factor that into my list as well. If you see an issue with a placement please post your thoughts, and I will explain why I chose to put them there

--Muu is way too low on your list, he needs to go up, especially above the likes of Danzo and Ay
--Third Raikage may be individually superior to Minato and Tobirama, however i dont see him being above them overall
--Danzo is way too high so is Ay, Onoki should be above them overall
--Why is Second Mizukage above Muu?, they may be on par with each other individually however in terms of overall power, Muu trumps him, Jinton and Invisibility are seriously underrated here
--Tsunade should be above Mei,
--Gaara is quite low as well,
--Kakashi without sharingan is not strong at all, i dont really see him beating even Rasa or Third Kazekage
--I dont consider yagura to be that strong either, however since we dont have any feats from him, thats why we cant rate him that properly, if he really is a perfect jin, than hes above the likes of pretty much every kage, bar Naruto and hashirama, although his portrayal really isnt that great

-Superior offense and defense, I don't see how the Raikage is overall weaker than Minato/Tobirama even if his fighting style is more simplistic.

-Why do you think Onoki is overall stronger than Ay and Danzo? Onoki loses to both individually.

-Gengetsu > Minato and Tobirama individually, whereas Muu loses to both Tobirama and Minato. However despite Gengetsu being able to beat the FTG users, I think they are overall stronger. So since Gengetsu beats two opponents on this list that are both ranked higher than him and he is portrayed as Muu's equal in canon, I decided to put him one rank above Muu. Lol, you think I of all people would underrate Muu?

-Nah, Mei > Tsunade.

-Gaara is low because he is overall weaker than everyone above him, and he loses to every shinobi listed above him except maybe Gengetsu.

-Lol I totally blanked and was thinking about sharingan Kakashi. I edited that.

-I mean...he was flat out said to be capable of controlling his bijuu and compared to Killer Bee in that regard, that should mean he's able to go BM and fire off bijuudama...

Ay is far too linear and apart from his speed, he doesnt have much going for him, so Muu is above him as welll

they can also beat the uchiha bros., who the raikage is either losing to or taking out at a much higher difficulty

however you cant just rate him higher than muu based on him beating the FTG users,
take opponents like SM jiraiya, Kisame, Third Raikage, war arc Kakashi, MS Obito, and even Guy
muu beats all of them, yet all of the above can take out the mizukage just fine,
with that being said Muu > Second Mizukage overall

Byakugou helps tsunade regenerate from all of meis attacks, as tsunade closes the distance against her and pulverises mei
having the aid of a medic, and katsuyu is also what puts her above mei

-Gaara is low because he is overall weaker than everyone above him, and he loses to every shinobi listed above him except maybe Gengetsu.

Lol, Gengetsu is probably the worst match up for gaara, since his oil/water negates his sand completely

Yet what seems iffy is that he got controlled by tobis genjutsu,
and we have seen that perfect jins can break each other free just fine

Ay gets jintond, whilst Danzo gets his throat slit up till his izanagi runs out, and is not landing a single hiit on him, so he dies
