Hashi
Mu >=trollkage (they were noted to b equal but based from what I've seen I say mu had edge)
3rd raikage
Minato (alive)>=onooki( both have chances at winning but it will b hard to land jinton on minato)
Gaara>=Ay (Ay is fast but gaara can go airborne and create desert to eventually catch Ay not to mention gaara has more stamina chakra then Ay and is smarter)
Tobirama
4th kazekage
Tsunade
Yagura
Mei


Note hurizen isn't here simply because all he really has is hype if I'd put him on id put him last same with 3rd kazekage
