I'm the strongest Kage, considering all of the crazy things I've done.
I mean let's look at the facts. I fought the Juubi, while seperating ALL of the countries into their own individual lands, that we know now. I also possess every kekkei genkei there is from Ice release, to Wood Release and ALL in between. I was the jinchurriki of every bijuu at a time, during of which I fought against the entire Senju clan, Uchiha clan, Uzumaki Clan, and such others.
I've fought in different dimensions, I helped recreate the world and the other dimension when parodox faced me in Mortal Kombat alone, boy was that a hell of a battle. Because of the fact I defeated him and gained access to the other dimension, I am the father of ALL space time techniques.
With the power of my Rinnegan, and the Dark Chakra I possess I made the perfect balance set upon the world to this day. I've in total presented and given out about 50,000 missions in all.
10,000 D-rank, 10,000 c-rank, 9,000 b-rank, 9, a-rank, and 12,000 s-rank.
I've kept the world at bay, thanks to my powerful dark chakras, reincarnation abilities, my immortality techniques, and of course the kekkei touta that I founded myself and TAUGHT to the tsuichikages myself, The Particle Style.

The first clearly shown to strongest ATM Is there factor for age He was a old man. Where the first was reincarnated in his prime You d have to think a younger 3rd would have more stamina and chakra. I still believe 1st strongest but I don't wish to rule him out .

Its been clearly stated that hashirama is the strongest of the kages. THe only close comparison would prolly be the 3rd raikage
