Ill give that title to the 3rd raikage. He is the only person (excluding the sage) who actually fought a a tailed beast (second strongest beast) and came out with a draw, not to mention it was his own technique that left a scar on him. Also fought countless ninja's for about 3 days running.

As for naruto couples ill go with asuma and kurenai because it actually happened

he have dust release (instant KO)
He can fly (good evasiness )
Super strong ( left up a turtle island)
Earth jutsu also
I guess he have more potiential or other jutsu that did not reveal yet since he was muu student.

Strongest Kage, atm, it is the Third Raikage, he did something crazy, tanked a tailed beast, permanently injured it, on its horn. And took on 10000 trained shinobi. He is pretty bad ass, that being said, kishi will probably create a new stronger one
