I know "there" is only one kind of it, but he can control how destructive it can get.. the amount of Chakra he used to wipe out Konoha is much more than the normal Shinra Tensei that he was using against Naruto..

Usefulness does not determine the strength. If you think about it, Shinra Tensei does not damage the body on the same terms as a Rasenshuiriken.

izanagi isnt offesive from what weve seen

It doesn't have to be a offensive type of jutsu because it can negate any type of attack and make it an illusion and can also have the power to create if the sage uses it.
