Mine defenitely Minato because he earned name fastest ninja close to raikage he was known for his god-speed. He was also very talented with sealing and space-time ninjutsu. I believe next to him would either be the 1st then the 3rd.

2. Hashirama Senju
3. Hiruzen Sarutobi
4. Tobirama Senju
5. Tsunade(dosent deserve title hokage)
