i think it's kushina, not only she was kurama's jinchuriki she had the chakra of the uzumaki, crazy seal techniques and being an uzumaki she shoul have sick fuuton jutsus

She was able to hold down the Nine tail fox by herself with her chakra chains and in bad condition too.
She could basically strangle Mai to death using her chakra chains.​
