Controlling the Kyuubi and controlled a Perfect Jin for years with a Genjutsu that was compared to KA by the Mizukage, Made Konan give up Nagato's body, Had Danzo's men under Genjutsu for like 100+ Chapters, Nobody has any feats comparable to Obito, Shisui however has the strongest type of Genjutsu.

In that case sasuke is the strongest cuz he placed danzo in his genjutsu without making him notice he was in.

Shisui has the strongest genjutsu so he has the ability to be the strongest but we havent seen him.

Strongest we have seen is probably:

Itachi with Tsukoyomi
Trollkage with his clam genjutsu
Hashirama with Bringer of Darkness
Madara with his Eternal Tsukoyomi (he used on Obito)

Kurenai probably has the strongest genjutsu for her level, but she could not possibly compete with the others on this list.
