So how comes water doesn't work on Konan? Surely water should work since acid apparently can.You have no manga proof that acid can force Konan out of paper mode.While i on the other hand can show you a manga panel of Konan fighting in the rain yet still having no trouble turning her body into paper.

Konan she nearly killed obito, and she did better than all of team 7 and team 8 against obito.
tsunade her healing prowess and strength are legendary.
Temari, the ability to mow down forests with 0 diffuclity.
possibly Hinata? she is like neji and can create air palms is a master at taijutsu, and has quiet alot of power.
Shizune has enough speed to compete with kabuto, awesome healing skills and insane chakra control. not to mention she has many ninjutsu.
Tenten, nuke the hole fugging place with an insane bust, can summon hundreds of kunais in waves, she also has nice taijutsu, she did defeat lee in a freindly spar.
Sakura, monster strength speed and agility, not to mention medical skills make her dangerous.
Ino, well she just has descent taijutsu. and her attack is insane. even though Rock lee and pals Ino is most likely the strongest than all the females in naruto. she did switch everyones mind with alot of difficulty but that is still a feat, she can probably switch Konan's mind with a rock's. making a damn fine KO

I agree Konan's strong but everyone seems to forget she had massive prep time against Obito.

OT: IMO Konan isn't the strongest, the Paper Person of God Technique takes lots of prep time and only works in that lake in Amegakure, not to mention it leaves Konan in a fatigued state.
I won't even consider kunoichi like Kushina since they never fought and it wouldn't make sense.
From the ones depicted in the manga i would say it's either Tsunade or Mei, in that case i choose Tsunade.
