Temari. She has a highly analytical mind that is only held back by her abilities, because lets face it, she does not have the fire power to take on Nagato or Madara.

A very select few can survive that tech.
She would dominate mostly anyone if she had substantial prep time for her tech.

Konan is nothing short of a mid/high genius.

-Her skills were held in high regard by Pain
-Has a keen intellect & was able to accurately decipher how Tobi's Techniques worked and did countless simulations in order to find the ''perfect'' way to kill him
-Conventional Fire Jutsu's couldn't even damage her. In fact, she could over power fire attacks as well. Conclusion: She was smart enough to overcome her own weaknesses.

TBH, iThink Konan was designed to be a prep fighter. She is strong in her own way but I am sure she can make Top 10.

Why is everyone forgetting about Kushina and Mei. Those two have to be the best female ninjas.
-Kushina's chakra is super special and was a master fuinjutsu b/c of he uzamaki decent
-Mei holds 2 KGs and is a Kage
