For me it's Konan. Her fight with Tobi was epic. Truly interesting techniques and she handled them well.

Kushina is known as a BEAST (lol) but I never saw her fight so...

she was the only female character who was able to defeat an akatsuki member. she trained with tsunade, one of the sannins. if she was not that capable then tsunade would never have trained her. she has mastered medical ninjutsu and can crush rocks and ground by her chakra. also her technique of taking out poison is amazing. she has so much strength and her analysis is amazing. her analysis about tobi was similar to kakashi's. now come at me.
tsunade and mei are at a whole new level but i am talking about the kunnoichis of konoha 11 including temari.
