Amaterasu is not elemental.

If it was elemental it would be considered a fire technique and those with fire natured chakra could use it i.e. Sarutobi clan

To use Amaterasu you need the Mangeyko Sharingan in both eyes (An eye kekkei Genkai)

Since Amaterasu is dervied from a Kekkei Genkai, it is then classified as a Kekkei Genkai or more accurately a Doujutsu (eye tech).

It is classified as Blaze Release not Fire Release.

particle style and amaterasu are not elemental jutsu's...
if they where everyone exept lee could use them...

Actually particle style IS elemental. It's a kekkei touta combining 3 elements; wind, earth, and fire.

Just because something is elemental doesn't mean anyone can use them. You need to train in that element and/or have an affinity to it.
