I wonder which is stronger sharingan, rinnengan or byakugan?

But i think byakugan rapes, that means Neji > itachi & nagato.

Are you serious by giving bloodline limits for best dojutsu?

Dojutsus are jutsus which are only able to be used by people who have a bloodline limit.
So an example: Itachi has the sharingan as a bloodline limit and Tsukuyomi as a dojutsu.
Conclusion: Sharingan, Rinnegan etc not the same as Tsukuyomi, gedou rinne tensei no jutsu, so Dojutsu and Bloodline limit aren´t the same.
You should really take care by using such words without knowing the actual meaning.
