All DF's are useful, it depends on the users.

An Aquatic Zoan would suffocate if they aren't in water while transformed -> need water -> drown due to devil fruit weaknesses

There's a reason that not even one in 29 canon Zoans is aquatic... WATER. Must I remind you?

Fishmen look like partially transformed aquatic zoans, which is the closest you're going to get. Likewise Fishman Karate is the closest we'll get to a Water Logia.

Can be, but aren't fully aquatic like a shrimp or fish. This is my point.

I've gave this some thought and there's 2 devil fruits that imo would be the strongest amongst all devil fruits.
- Mizu Mizu No Mi. (Water fruit) The user of this fruit would firstly , be logia. Secondly he has the ability to defeat any devil fruit user easily since their so vulnerable to water. heck the guy would be able to control the ocean (he just has to make sure he doesn't fall into it himself).
- Kaze Kaze No Mi. (Wind fruit) Another logia. The thing about wind is that it can grow infinitely stronger , it has no limits. Wind even overpowers water. I don't think even Akainus df could compare to it. Imo this would be the strongest df of all time. I think Oda is saving these two fruits because he knows they would make extremely powerful opponents. O_O

its still depends on the user for example pika he got all the ground power thing which could beat wind but see how zorro rekt him

I think either a tachyon logia, a thunderbird zoan, or a fruit that is the opposite of brooks yomi yomi no mi, that can kill any single person, and also allows some soul-related powers. Also, a paramecia type fruit called the Kaba Kaba ni mi, which allows the user to make the bubbles and coatings from soabondy archipelago so they can move underwater and float in a bubble above ground. It could also be used to coat a devil fruit user, then force them into the water, where the coat would release.(don't complain that those only work on saboady archipelago, the fruit user can cause them to survive outside, obviously)

dont be too sure about the water 1.........................water up to a certain depth does not affect devil fruit eaters...so the strength of th DF will depend on the quantity of water it can generate.............if it can mimick Kisame's water jutsu (naruto)...ten that would be bad ***

Axolotls are unusual among amphibians in that they reach adulthood without undergoing metamorphosis. Instead of developing lungs and taking to land, the adults remain aquatic and gilled.
