Any Sharingan user with an ample amount of feats.
Any of the 4 Edo Kage revived by Kabuto
Any of the Akatsuki.
Yagura beats him.
Yugito beats him.
Roshi beats him.
Han could possibly win.

Tsunade? Without Gates? I doubt it, as he is a Taijutsu used all his attacks can be healed from using her Byakugo, not to mention Katsuyu can cause some problems for him.
