3rd raikage no doubt i like lee but not the best physically compared to others... raikage tanked a rasenshurken and his own jutsu peired his own defence this prove how gd is physical abilities are ..... if u mean in terms of taijutsu then ide say guy is the best in taijutsu

I think it might be Hashirama, if he uses the same thing as Tsunade he'll have way more chakra to power it.
