Strongest Character without Rikudo Hax

Who do you believe is the strongest character with the following Restrictions

Restrictions:

• Biju and their Chakra are completely restricted.
• EMS, Rinnegan, and the Eternal Rinnegan as well as any Jutsu that are derived from them are restricted. MS, 3T, and Byakugan are all still allowed.
• Mokuton is restricted
• Hagromo, Hamura, Indra, Ashura, and Kaguya's respective chakra's are restricted. (Though everybody is still allowed they're proper stamina for the purpose of this thread) If this didn't make sense then just ignore it. Its to restrict certain extremely powerful powers
• Edo Tensei and 8th Gate are restricted as well, for balancing purposes. (Even if they're not Rikudo Hax)

With these restrictions, I believe DSM Kabuto is the height of power achieved without any relation to the Sage.​

Like the OP stated. Without the rikudo hax as stated, the strongest character is DSM Kabuto

Probably minato.

DSM Kabuto might beat minato in a 1 vs 1 fight due to how their abilities stack up, but minato is overall superior in my book.
