Strongest character without plot hax / shield?

So whos the strongest character without plot hax/shield
( eg: sasuke just gets EMS by taking eyes and barely no training at all that is an example of plot hax)
(Naruto SM is not stronger than god realm the only reason he beat him was plot shield)
(Edo madara + hashi is plot hax for obvious reasons)
You cant just say lee/gai because he trains the hardest.
Incase your thinking " Obviously it would bee lee because he trained for what he has" but that doesn't automatically count every body out. The shinobi you select does not necessarily have to gain all his powers through training but he does have to have a reasonable power boost which he worked/trained to obtain eg: Killer bee controlled the 8 tails via traing at waterfall etc. so he gained his powers.

So who do you choose & if possible an explanation which proves they trained for a reasonable amount of time. Not just some random power up DBZ style :scorps:

Neji. Tbh im annoyed at kishi because neji was and is still the most talented ninja of his generation which includes naruto and sasuke. But kishi has left him out. Neji didnt know about the techniques of his clan because he was from the branch family and yet he trained himself to learn the gentle fist and in fact came up with techniques that he didnt know already existed.

If you add his mastery of arguable the strongest taijutsu in the series, along with the abilities that his doujutsu grants, his intelligence/raw natural talent and creative thinking he could easily learn many ninjutsu's and with that would make him a very well rounded and versatile fighter

Minato,kakashi,Itachi,jiraya,Lee,Guy,Neji,Hinata

All of these Guys have trained hard to get to where they are...They have passed a level that people thought was impossible

If I can choose him I would say Minato it took him 3 years to master the rasengan and got a good power boost out of that but I probably can't choose him so I agree with what Blaze Release said Neji did train hard for everything he has no gimme's in his life.

Kisame was pretty beast during his fight with Bee. I mean if his sword didn't go and literally stab him in the back then he would have destroyed Bee and had an even fight with Guy. But yeah his sword had other ideas and went for the better chakra source.

Kisame fused with the Sword while fighting underwater = Pretty unbeatable.

My nigga LEE SAN!!! That dude was like 12 and could open like 4 gates. Plus he has no nin/gin. That's my dog right there straight up took on a Jinchuuriki and lived..that's balls son.


But really I think raikage is..him and B killed sasuke..juugo saved his ass.
Raikage also has that DBZ powerup ish that makes him look like a super saiyajin.
